Job Summary

MAJOR FUNCTION:  Perform skilled, analytical, and highly responsible work in the planning, organizing, and implementing of risk management programs.  Reports directly to the Human Resources and Compliance Manager.

Essential Job Functions

KNOWLEDGE, ABILITIES, AND SKILLS NEEDED TO PERFORM THE ESSENTIAL JOB FUNCTIONS:

 

KNOWLEDGE:  

  • Knowledge of principles, practices, and procedures of risk management; methods and techniques of risk analysis, workers compensation administration, loss control, and safety program development; principles and procedures of financial analysis, financial record keeping and budget procedures and techniques; pertinent Federal, State, and local laws, codes and regulations

ABILITIES:  

  • Ability to plan, organize, direct, and supervise the functions and personnel of the division.  Ability to interact with county administration, elected officials, department directors, employees, representatives of outside agencies and organizations, and members of the public with tact and courtesy. 
  • Ability to analyze, interpret, and present information and material related to risk activities. 
  • Ability to survey County facilities and operations to identify risk, hazards, and liabilities and to recommend corrections.  
  • Ability to communicate clearly and concisely, both orally and in writing.  
  • Ability to manage multiple projects simultaneously with strong attention to detail and deadlines.
  • Ability to be flexible, adaptable, and work under tight deadlines or changing needs.  
  • Must be able to prepare or complete reports, correspondence, contracts, training/safety materials, policies & procedures, manuals, and/or other documentation, as appropriate.   

SKILLS:  

  • Must have strong organizational, analytical, written, and oral communication skills along with proficiency in Microsoft Office products, including Word, Excel, PowerPoint and Outlook, and other associated software programs and applications that are necessary for successful job performance.

 

ESSENTIAL JOB FUNCTIONS: 

  • Supervises, plans and directs the work of employees in safety and risk functions, to include but not limited to, workers' compensation, commercial insurance, property and auto insurance, loss control, property and casualty claims, safety training, HIPAA compliance, ADA compliance, accident administration, drug testing and inmate medical.
  • Responsible for the development, coordination, and execution of a pro-active and cost-effective risk management program strategies.
  • Develops and manages the incident/accident/injury reporting program; Coordinates with affected departments, agents, vendors, and insurers, as required to ensure the accurate and timely reporting of incidents, accidents, injuries, and other potential liabilities. 
  • Conducts regular safety audits and inspections of County Departments, including the inspection of facilities, work process analysis, job hazard analysis, and site surveillance and inspections of employee and contractor work projects in-progress, as well as adherence to regulations and County policies and procedures; Reports findings to departments and recommends changes to establish safe work conditions; may compel cessation of work to address potential imminent hazards; monitors changes and/or makes follow-up inspections.
  • Develops and implements employee safety education, inspection, and training programs to protect employees and reduce costs to the County; Consults with managers, supervisors, and other employees to analyze training needs and areas for performance improvement and recommends preferred methods of achieving cost-effective solutions to hazards in the workplace.
  • Performs liaison function with insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance and safety.
  • Reviews contracts for indemnification and insurance requirements. 
  • Reviews reports and identifies trends, conducts interviews and investigations as needed, and recommends corrective action, including recommendations for improved safety practices, correct operation of equipment, accident/incident-specific related training, and/or implements procedures to prevent recurrence.
  • Responsible for the preparation of the division’s budget and oversees expenditures.
  • Attends public meetings, hearings, conferences, committee meetings, board meetings, and interdepartmental meetings relating risk management, and human resources issues, as required.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new laws, trends, and advances in the profession.
  • Performs other duties, as assigned.

 

ESSENTIAL PHYSICAL SKILLS: Use of both hands and fingers with dexterity. Good visual and hearing with or without correction. Frequent walking, standing, and sitting. Ability to lift occasionally up to 30 lbs. Ability to speak clearly and concisely. Ability to climb stairs, crawl in tight places, walk on uneven surfaces (roofs) while inspecting County worksites. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

ENVIRONMENTAL CONDITION REQUIREMENTS:   Constant work inside the office in a sedentary posture. Occasional exposure to outside elements while working at remote offices and/or work sites when visiting County departments.   

 

WORK HAZARDS:  Exposed to outside elements of cold and heat and hazard environment/elements when visiting County Departments and worksites for inspections, training, etc.   

SAFETY EQUIPMENT USED OR NEEDED:  Use of safety equipment (i.e. hard hat, safety glasses, etc.,) while inspecting and visiting County buildings and facilities.

 

Qualifications

EDUCATION:  Bachelor’s degree in business administration, risk management, public administration, or a closely related field from an accredited college or business school. 

EXPERIENCE:  Four (4) years of progressively responsible experience in safety and risk management. Public sector experience preferred. A comparable amount of training or experience may be substituted for the minimum qualifications.

LICENSE, CERTIFICATION OR REGISTRATION:  Valid Florida Driver's License and maintain a good driving record.  Associate in Risk Management (ARM), Risk Management Professional (RMP), RIMS-Certified Risk Management Professional (RIMS-CRMP), Certified Safety Professional (CSP), preferred

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.

SICK LEAVE

Sick Leave with pay shall be accrued at a rate of one (1) working day for each month of service, twelve (12) days a year. There will be no maximum on the amount of sick leave an employee may accumulate.
