NATURE OF JOB:

This is a technical and administrative position responsible for directing the overall operations of the Builder’s Services Division. Work is performed under the general direction of the Community Development Director.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Performs duties of Building Official as required by County and State Building Codes, i.e. planning, organizing, and directing all administrative and building inspection functions of the Builder’s Services Division.

Directs the overall operations, policies and personnel of the Builder’s Services Division.

Trains officers, support staff, and answers field questions to ensure proper service is provided to construction professionals and the general public.

Makes technical inspections of all phases of construction; electrical, plumbing, building, mechanical, including new construction or modifications of commercial buildings, residential buildings and mobile homes to insure compliance with County, State and Federal Building Codes, and issues Certificates of Occupancy to buildings that conform to proper construction and fire-safety standards.

Develops and administers the Division’s annual budget.

Develops, directs and administers inter-local agreements regarding building permitting, processing, and inspection services with other jurisdictions upon their request.

Reviews construction documents to confirm compliance with State and local laws and regulations.

Monitors and assists with correspondence related to the other divisions in Community Development & Fire Services such as fire-safety inspections, Code Enforcement inspection/hearing assistance, Planning & Zoning plan reviews and base flood determinations.

Assists and advises contractors, building owners and associates, officials and the general public; explains and interprets building codes and standards.

Investigates complaints regarding building construction codes, ordinances, or hazards. Issues Stop Work orders as required to achieve compliance.

Under the supervision of the Director of Community Development, may review plans and coordinate with zoning requirements.

Directs all County administrative and procedural regulations applicable to contractor licensing and competency examinations in the County.

Coordinates with the local and State Licensing Boards to assist with resolving difficulties and enforce any conditions or penalties they may impose. Regular reliable full-time attendance as scheduled.

Presents items regarding Builder’s Services issues before the County Code Enforcement Board, Magistrate, and other Boards as necessary.

Works with staff and management in annual reporting, ISO BCEG ratings management, and strategic planning
