Primary Job

This position supervises all activities of the Finance Department, including preparing analysis and projections, maintaining the integrity of the integrated financial information systems, making long and short-range plans, and working with District leadership to prepare the annual budget.

Essential Work

· Responsible for monthly financial statements and annual budget presentations to the Board of Supervisors

· Forecasts revenues and expenditures, monitors revenues and expenses and prepares long-and-short-range financial planning for the District analysis

· Maintains a system of financial control and debt management to protect the financial condition of the District and its operations

· Assists in financial management analysis of ongoing functions within divisions including addressing issues related to funding availability, grants, budget transfers, overall budgetary compliance, and journal entries.

· Directs the preparation of the District’s annual operating and five-year capital budgets, including the General Fund and Utility Department budgets.

· Prepares and completes routine and annual financial reports for internal and external use – including Annual Financial Reports, TBWS for auditors, depreciation schedules, personal property reports, DOT reports, and insurance applications for general liability and Worker’s Compensation

· Maintains District Capital Assets and Inventory Records and is responsible for the depreciation of fixed assets and the preparation of the fixed assets audit schedules

· Responsible for splitting property and bond-related assessments

· Reviews and verifies accuracy for bi-weekly payroll transactions including salaries, benefits, garnishments, taxes, and other deductions

· Performs financial administration and reporting functions associated with local, state, and federal grant funding. Collaborates with other departments and serves as the department’s liaison through the entire grant life cycle – from notice of award through close-out.

· Performs related work, as assigned

Minimum Qualifications

· Bachelor’s Degree in Accounting, Finance or a related field

· CPA and/or Master’s Degree preferred

· Five (5) years of working experience. Experience in governmental accounting principles, procedures, and practices – especially in Florida county government – is highly preferred

· Highly skilled in computer literacy

· Knowledge of generally accepted accounting principles (GAAP), mainly as applied to governmental accounting and financial reporting

· Knowledge of, or ability to acquire knowledge of, Florida local governmental budgeting through research, analysis, and professional training opportunities

Scheduled Hours: Monday – Friday, 8a – 4:30p
