Under general supervision, the incumbent will be responsible for complex, administrative work managing the City’s employee benefits programs, managing the City’s self-insured health plan, and overseeing the administration of the City’s Employee Health & Wellness Center. Responsible for multi-fund budgeting, forecasting, reconciliation, and financial reporting. Develops and carries out City, Human Resources, and Benefits policies and procedures. Responsible for employee leave management to include family medical leave, short- and long-term disability, and leaves of absence. Acts as administrator for Mission Square Retirement plans (401a, 457, and Roth individual retirement accounts (IRA). Requires attention to detail with periods of concentration for accurate results and frequent exposure to unusual pressure. Responsible for exercising a considerable amount of independent judgment and must exercise tact and courtesy in frequent contact with employees, elected officials, external customers, and vendors. Works with employee insurance and medical records and information of a confidential and/or sensitive nature requiring discretion. Employee may be responsible for assuming the duties of the Human Resources Director in their absence as assigned. Work is performed under general supervision of the Human Resources Director.
Requires a Bachelor's Degree in Human Resources Management, Public Administration, or related field, with a concentration in Benefits Administration. Requires five (5) years of progressively responsible experience in human resources to include benefits administration, claims processing, or closely related experience. Requires a valid driver’s license (must obtain Florida driver license within thirty (30) days of employment). A combination of education and experience may be considered.
PREFERRED QUALIFICATIONS:
· Experience in municipal or county government
· Master’s degree in Human Resources
