JOB DESCRIPTION
Performs a variety of Human Resource support functions and provides consultation and education of the group health, life, dental, vision, EAP, STD and LTD insurance programs, Section 125 plan, 457(B) deferred compensation program for staff. Processing Indigent Burial program. Assists in ensuring County compliance with applicable Local, State and Federal laws and regulations. This position is also responsible for coordination of staff events and serving as a community events liaison. This position is technical in nature and requires consistent attendance.
Training and Experience
Requires a Bachelor’s Degree in Business Administration, Human Resources, or related field; administrative experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Professional experience may be substituted for required college training on a year by year basis. Experience and/or knowledge of local government, highly preferred.
Professional Licenses/mandatory requirements
Possession of a valid Florida driver’s license. Certified Employee Benefits Specialist (CEBS) preferred, not required.
SALARY: $24.23 per hour plus benefits

Essential Functions
· Acts as point of contact for County employee benefits program, including group health, life, dental, vision, EAP, STD
· Explain benefits in depth to County staff and other departments as required
· Providing new hires with explanations of benefits and instructing them on enrollment and fulfillment procedures
· Coordinates and performs the processing of insurance changes and enrollments, to include the coordination of changes with the appropriate benefit provider and the County payroll for appropriate deductions as necessary
· Administers retiree annual group health enrollment and changes to benefits, as required
· Coordinates and participates in the County’s annual open enrollment for employee benefits, to include coordination with third party insurance carrier for development of open enrollment informational packages to all employees and distribution of packets to employees, retirees and COBRA participants
· Intake applications and processes Indigent Burial program requests
· Provides guidance and assistance to Constitutional Officer’s insurance coordinators as needed
· Maintain organized and accurate employee and departmental records
· Actively evaluates employee programs and benefits to ensure benefits are a true value to the employee well-being and job satisfaction

Work Environment
The majority of work is performed inside an office at a centrally located desk within a multi-department facility. However, this position requires mobility to attend meetings outside the office and outside of normal working hours, as required.
Essential Physical Skills/Demands
Acceptable eyesight and hearing (with or without correction). Tasks often require extended periods of time sitting at a keyboard or workstation.
