JOB DESCRIPTION
This is responsible, supervisory and advanced clerical work assisting the Department Head in the coordination of administrative tasks and/or assignments which are complex in nature and very broad in objective with integration of diverse functions. Work governed generally by broad instructions, objectives and policies, and usually involves frequently changing conditions and problems. Requires judgment to apply factual background and fundamental principles in developing approaches and techniques for the solution of problems.
Training and Experience
Minimum Experience: High school graduate or equivalent and four (4) years of progressively responsible experience in administrative and supervisory work. Prefer AS or AA with emphasis on secretarial, business, or computer courses or an equivalent combination of training and experience may be substituted for the above minimum qualifications.
Professional Licenses/mandatory requirements
Valid Florida driver’s license required. Columbia County residency required within six months of date of employment.
SALARY: $19.93 per hour plus benefits

Essential Functions
· Assists in conducting daily administrative activities and/or directing special projects or activities
· Compiles and analyzes data for administrative decisions
· Monitors departmental expenditures, assists Department Head in preparing department budget
· Supervises other clerical employees in the Department's unit
· Processes a variety of correspondence, investigates subject matter and prepares replies
· Performs special assignments, research and report preparation
· Responsible for personnel management and payroll preparation, which includes all aspects of day-to-day personnel management and staff performance evaluation
· Assists in handling and resolving grievances as necessary
· Serves public by answering inquiries and furnishing information pertinent to Department operation through knowledge of Department regulations and procedures
· Responsible for bookkeeping including payment of invoices, time sheets, and maintenance of office budget
· Coordinates vacations and work schedules
· Responsible for the filing of various documents in accordance with established procedures, systems and routines; maintains office records relating to accounts, inventories, time and attendance records, payroll, etc.
· Responsible for processing a variety of insurance claims and management of claims
· Responsible for records retention management
· Assists citizens with their requests for access to public information; meets individually or in groups; responds to telephone requests and requests in written
· Completes data entry and maintains files for inspections, permits, fires and other related activities
· Required to work during a local declared state of emergency

Work Environment
Majority of work is performed indoors at a centrally located desk. The noise level in the work environment is usually moderately quiet.
Essential Physical Skills/Demands
Acceptable eyesight and hearing (with or without correction) to perform essential functions. Ability to sit at a desk and view a display screen for extended periods of time. Requires occasional lifting up to 25 pounds, walking, standing, kneeling, bending, stooping, and manual dexterity to operate office equipment.
