The Human Resources Specialist-Talent Management performs technical and administrative work assisting the Human Resources Director. Recruits, interviews, and evaluates applicants for various job vacancies. Composes and places advertisements for job openings. Answers questions from prospective job applicants regarding current openings, job requirements, testing dates and procedures, and other employment related matters. Develops and conducts new employee orientations. Prepares enrollment for new employees into payroll, health insurance, pension plans, and other programs. Schedules physical exams and drug screenings for selected applicants. Prepares monthly employee anniversary notifications and Department evaluation forms. Prepares employee transfer, promotion and termination forms. Offers employee assistance in all personnel-related matters.

MINIMUM QUALIFICATIONS

High school diploma/GED with preference for a Bachelor degree from an accredited college/university in Human Resources, Business Administration, Public Administration or related field.
Minimum of three (3) years of progressively responsible experience in the human resources field.
SHRM, HRCI or IPMA-HR certification credential (or the ability to obtain within twelve months of hire date).
Knowledge of state and federal laws such as EEO, FMLA, COBRA, HIPAA as well as other civil rights, employment, and labor laws, rules and regulations.
Knowledge of fundamental HR principles, policies and practices (preferably from a government setting perspective).
Knowledge of electronic recordkeeping, file maintenance methods and retention practices and procedures.
Ability to perform technical work independently, effectively express oneself both verbally and in writing and analyze facts or situations critically and objectively.
Ability to maintain confidentiality when handling sensitive and protected employee information/files.
Ability to manage multiple projects and fully complete tasks while adhering to prescribed deadlines.
Skill in using current computing technologies and software applications such as Microsoft Office Suite, Munis, Laserfiche, etc.
Evidence of strong customer service and public relations skills.
