JOB SUMMARY
This is responsible supervisory work in directing and coordinating the management, operation, construction, repair, and maintenance of the natural gas distribution system and regulator stations. This role routinely uses office equipment such as computers for various applications, phones, photocopiers, filling cabinets and fax machines. Work is performed with considerable independence under the direction of the Director of Public Works, who reviews work through reports and results. The employee supervises field work, reviews assigned projects and maintains program.
ESSENTIAL JOB FUNCTIONS
- Primary responsibility is directing and coordinating the management, operation, construction, repair, and maintenance of the natural gas distribution system and regulator stations as well as supervision of division employees.
- Makes recommendations as to hiring, firing, promotion, demotion, or any other change of employment status of employees within his/her division. Such recommendation shall be given due consideration.
- Schedule, assigns, inspects, and assists work crews daily to handle work orders for line locations, installations, repairs, and maintenance to the gas distribution system, meter and regulation stations.
- Ensures necessary equipment and materials are available for projects.
Responsible for system operation and compliance of system with state and federal regulations.
- Maintains programs.
- Performs routine inspection of system to ensure quality performance.
- Provides for and assists the Director with the long and short term goals for the assigned areas of responsibility.
- Works with other division supervisors to provide for needs within their respective facilities.
- Enforce all safety policies and procedures.
- Available before, during, and after all emergency events as instructed.
- Performs other duties as assigned.
QUALIFICATIONS
Education, Training and Experience: Graduation from a standard high school or GED; four (4) years’ experience in the area of gas utility system equipment, installation, repair, and maintenance and quality control, with two (2) years’ experience in a supervisory capacity or a combination of training and experience. Experience with Microsoft office.
Special Requirements:
- Valid class B driver license.

Knowledge, Skills, and Abilities:
- Thorough knowledge of natural gas industry standards and procedures.
- Knowledge of Public Service Commission (PSC), PHMSA, on rules, regulations and procedures as it relates to municipalities.
- Knowledge of FERC requirements associated with operation and reporting requirements for municipal natural gas systems.
- Thorough knowledge of supervisory techniques and practices.
- Considerable knowledge of modern principles, practices, and techniques for the installation, repairs, and maintenance to the various aspects of the natural gas utility distribution systems.
Considerable knowledge of the operating characteristics and maintenance requirements of the system.
- Good knowledge of the occupational hazards and safety precautions of the trade.
- Ability and skills to operate computer systems and software such as but not limited to Microsoft Office.
- Ability to learn in house computer software programs.
- Demonstrate skills in the use of required tools and equipment.
- Ability to carry out and issue oral and written instructions in English.

PHYSICAL DEMANDS
- Frequent lifting and carrying up to 50 pounds and occasionally up to 101 or more pounds.

- Frequent bending, squatting and kneeling, frequent twisting, reaching above shoulders, reaching outward, handling, fingering, standing, shoveling, & walking.
- Occasionally climbing, crawling and sitting.

EXPECTATION OF HOURS WORKED
Monday through Friday, 7:00 am to 3:30 pm unless duties require you to come in early or stay late due to unforeseen circumstances.

After an offer of employment and prior to commencement of the employment duties, applicant will be subject to completing and passing a physical examination, a drug screening for presence or absence of illegal drugs and a background check.
