SUMMARY

This is highly responsible administrative and professional work directing a staff of managerial, professional and clerical personnel assigned the responsibility, real estate services, facilities maintenance, corporate security and mailing and duplication services to all utility departments. Acts as the Records Management Liaison Officer (RMLO) for the Utilities.

The single position allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its, materials management real estate services, facilities maintenance, corporate security, mailing and duplication services.

ESSENTIAL JOB FUNCTIONS

Oversees the development, implementation and administration of, materials management, real estate, facilities maintenance, corporate security, mail, and duplication policies and procedures including the administration and maintenance of related records and documents.

Provides liaison services between user departments and the Office of the City Attorney on related matters.

Oversees the disposition of surplus property to ensure specifications are met and that all policies and procedures are followed.

Oversees real estate acquisition, administration and disposal functions for all utility departments with owners, consultants, appraisers, surveyors, other public agencies and the City Attorney. Advises as to the most appropriate procedures for making acquisitions and effecting disposal of surplus properties. Oversees the preparation and review of title searches, legal descriptions, surveys, deeds, easements and other documents in connection with the acquisition of property rights.

Oversees the materials management functions including stores and inventory control activities for the combined utility system to ensure that materials are maintained at a level consistent with effective and efficient inventory management and product availability practices.

Oversees the utilities’ facilities maintenance operations primarily focusing on the Administrative Building, the East Side Operations Center, the Springhill Service Center, and when requested general maintenance and/or capital improvement projects at utility plants, towers, substations, and other outlying facilities.

Oversees the functions of the corporate security program.

Oversees the mail and duplication activities for the utility.

Acts as the records management liaison officer (RMLO) for the utilities and as the primary point of contact for public records requests. Provides guidance to the utilities staff on public records requests and provides periodic training on the subject.

Oversees the development of staffing, training, safety and job performance standards and objectives and implements programs, policies and procedures to meet predetermined standards and objectives.

Prepares, administers, monitors and controls departmental budgets to effectively and efficiently meet predetermined plans, programs, standards and objectives.

Recommends personnel hiring, transfer, training, layoff, recall, promotion, discipline and discharge.

Evaluates employee performance and recommends denial or approval of merit increases.

Administers the terms and conditions of applicable labor agreements.

Prepares and delivers presentations to the Executive Staff, Gainesville Regional Utilities Authority other governmental agencies, civic groups and professional organizations.

Acts as the Deputy Logistics Chief (as defined in the National Incident Management System) in emergency situations.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

May be required to attend meetings outside business hours.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

May be required to supervise employees designated as performing “safety sensitive” functions, for purposes of the Drug Free Workplace Program, depending on job assignment and work location.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university with major course work in public administration, business administration, economics or related field; and seven (7) years of progressively responsible experience in materials management, developing and administering contracts and the procurement of real estate or, equipment, materials and services; to include two (2) years of supervisory experience; or

Master’s degree from an accredited college or university with major course work in public administration, business administration, economics or related field; and six (6) years of progressively responsible experience in materials management, developing and administering contracts and the procurement of real estate or, equipment, materials and services; to include two (2) years of supervisory experience;

or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required upon appointment. Valid Florida Driver License required within thirty (30) days of appointment and at all times while employed in this classification.

Real Estate license preferred.

Certifications

Within a year of appointment (subject to course availability) must complete all required training courses related to the National Incident Management System (NIMS) Incident Command System (ICS) required for the Logistics Chief.

Thorough knowledge of the principles and procedures relating to contracts and competitive bidding and superior contract and specification drafting skills.

Thorough knowledge of real estate transaction procedures, mortgages and their subordination, closings, mortgage and title insurance and the operational requirements of electric, water and wastewater utility systems and municipal government.

Thorough knowledge of materials management, stores and inventory control principles, methods and practices.

Thorough knowledge of principals in the management, operations, and care of buildings, facilities and equipment.

Thorough knowledge of facility and personnel security principles and practices.

Thorough knowledge of mailing and duplication operations and procedures.

Thorough knowledge of business principles, methods and practices of organizational and personnel development, management and supervision.

Develops long and short-term plans for department that support the strategic direction and business plan for GRU.

Considerable knowledge of general business budgeting and accounting principles and practices.

Ability to plan, organize and control work activities and resources to effectively and efficiently meet predetermined plans, programs, standards and objectives.

Establishes and maintains standards and measures to monitor and improve efficiency and effectiveness in all areas of responsibility.

Ability to effectively analyze business and personnel problems, exercise sound professional judgment, arrive at and implement logical and valid conclusions.

Ability to communicate clearly and concisely, both orally and in writing and the ability to make public presentations.

Ability to establish and maintain effective working relationships with vendors, industry peers, subordinates, fellow employees, public agencies and officials and the general public.

Skilled in the art of negotiation.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work and attend meetings outside regular business hours, including weekends and holidays.

Requires local travel to other general government or GRU locations within the Gainesville area and additional travel outside of Gainesville for work related tasks.
