DESCRIPTION OF DUTIES

The purpose of this position is to plan, organize and direct the fiscal operations for the BOCC to include financial accounting, operational and capital budgeting. Develops and implements sound financial practices, ensures compliance with all laws, policies, and procedures. Manages project and financial administration of county grants, large FEMA projects, capital outlay and certain special funds as assigned by the BOCC. Serves as the designated County Budget Officer in accordance with Florida Statute 129.025. Salary range of $65,000.00 and $100,000.00 including County benefit package, dependent upon experience.

KNOWLEDGE, SKILLS, and ABILITIES

Knowledge of governmental accounting principles and practices; budget presentation, implementation, and tracking techniques; governmental programs, grants, and procedures; the functions and operations of county government; internal control practices and procedures; federal and state requirements related to the collection of revenues; State and Federal procurement laws; policy development and implementation; principles and practices of government financial management.
Ability to input and maintain accounting data, files, and records; multi-task and work through complex problems; independently organize and accomplish work responsibilities and tasks; establish and maintain effective working relationships with the BOCC and other employees.
Computer efficiency, verbal, and written communication skills.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Accounting, Finance, Economics, or related field; and five (5) years of experience in governmental finance and administration; or any combination of training and experience which provides the required knowledge, skills, and abilities to perform the job. A masters' degree in one of the above areas, or possession of a CPA or CIA certificate may substitute for one year of the required experience. Those with government experience specifically in government accounting principles are strongly preferred.
