This position is responsible for the overall functions of Purchasing and Inventory for City departments. The work requires tact and the ability to interact effectively with other governmental agencies, department heads, employees, City Council and the general public. Emphasis is placed on adherence to City policies, ordinances and procedures for purchasing, inventory, and reporting procedures. You must have considerable knowledge of property accountability and general supply procedures as well as practices and laws relating to public purchasing. Must follow formal and informal bid procedures and controls at all times, and display tact in explaining procedures to others. Responsible for various monthly or periodic reports as required, as well as audits and inventories.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Accountable for supervising, directing, and approving all purchasing requirements for all

City departments.

· Responsible for analyzing and making recommendations in resolving budgetary,

administrative and management problems regarding all purchasing requirements.

· Functions as Project Manager in regards to special purchasing projects.

· Responsible for coordination with department heads in regards to special purchasing projects.

· Coordinates purchasing/inventory functions with the Finance Department.

· Accountable for inventory of all fixed assets.

· Follows prescribed financial practices and procedures for all purchasing activities.

· Responsible for maintaining proper records and files as required.

· Must have considerable knowledge of property accountability and general supply procedures.

· Thorough knowledge of business methods, principles and practices and the laws relating to public purchasing.

· A high degree of tact and diplomacy in dealing with department heads and vendors using initiative, resourcefulness, and professional integrity.

· Required to file a statement of financial interest within 30 days of hire and file a report annually with the Clerk of Courts.
