This position supervises and manages the planning, implementation, and evaluation of our city athletics programs, including Pop Warner football and cheer, youth basketball, Adult Softball, and Midnight basketball events. This position is responsible for staff training and scheduling, overseeing facility maintenance and safety protocols, and ensuring efficient operations. Key duties include managing contracts with providers, scheduling and coordinating field reservations, as well as scheduling lights for those reservations that require it. This role also involves budget oversight, developing new activities, liaising with various committees, enforcing safety procedures, resolving complaints, and supporting marketing efforts.

SUMMARY
This is professional and supervisory work directing employees engaged in recreation activities and programs, environmental education programs, and/or athletic programs, including aquatics and golf.
Positions allocated to this class report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its supervisory and administration responsibility.
ESSENTIAL JOB FUNCTIONS
General (all areas):
Supervises and trains assigned personnel, which may include policies, procedures, equipment, and methods of safe and efficient operations. Schedules programs for maintaining staff certifications and physical fitness.
Scheduled, manages, plans and coordinates work of subordinates to ensure adequate coverage at recreation facilities or other assigned locations.
Directs maintenance of buildings, vehicles, and rescue and resuscitation equipment. Orders and maintains records on supplies and equipment. Recommends purchases of equipment.
Handles administrative details involved in the operation of organized recreation activities, education programs, and/or athletic programs, including aquatics.
Plans and organize City-sponsored special events. Creates periodic and special reports, maintains accurate records of programs, materials, supplies, and equipment purchases.
Recommends selection, promotion, discharge, and other appropriate personnel actions.
Performs timely, fair and non-discriminatory evaluation of performance of employees under their supervision.
Serves as a liaison to various committees, boards and groups to prepare and implement recreation, environmental education and/or athletic programs, including aquatics, and special events.
Supervises City recreation facilities and coordinates center and other facilities’ rentals.
Monitors and evaluates programs toward improvement.
Develops, implements and monitors contracts for vendors, internal and external service providers and user groups utilizing City facilities.
Enforces safety and operating procedures including compliance with health, safety and building codes.
Creates, develops, implements and evaluates new and existing programs and activities based on current or future needs and trends. Ensures accuracy of information taught within programs.
Monitors parent groups, parent boards or other private or non-profit entities that offer recreational programs at City facilities.
Assists in production and distribution of program marketing materials.
Make regular site visits to ensure the quality of programs and events.
Handles and resolves complaints.
Assists in preparing the division/department budget.
Effectively utilizes technology and social media, as appropriate.
Responsible for facility maintenance and upkeep, including processing work orders, obtaining quotes and bids, and contracting for specialized repairs, improvements or other additions to the facilities.
Coordinates rental activities, special events, and other uses of facilities during and outside of regular business hours.
Attends work on a continuous and regular basis.
Aquatics:
Directs the maintenance of pool systems, rescue and resuscitation equipment and pool testing apparatus.
Athletics:
Directs maintenance of athletic equipment. Orders and maintains records on supplies and equipment. Recommends purchases of equipment.
Education:
Directs implementation of out of school time programming at Recreation facilities.
Stays current on state educational standards.
EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university with major course work in recreation, physical education, business administration, public administration, or related subject, and five (5) years of increasingly responsible experience with recreation services which includes two (2) years of lead experience overseeing temporary, permanent or collective bargaining unit represented employees.
A master’s degree from an accredited college or university with major course work in recreation, physical education, business administration, public administration, or related subject may substitute for one (1) year of the required non-supervisory work experience.
Experience with agency accreditation, Active Net software programs and municipal, state, or governmental (Veterans Affairs or Morale, Welfare, and Recreation programs in the armed forces) recreation services and working in a union environment is preferred.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License required within thirty (30) days of appointment.
Certifications
General (all areas):
American Red Cross certification (or equivalent) in Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid is required upon appointment.
National Recreation and Parks Association certification as a Certified Parks and Recreation Professional (CPRP) is required within 12 months of appointment.
Aquatics:
Certified Pool Operator or Aquatic Facility Operator is required within six (6) months of appointment.
American Red Cross Water Safety Training is required within twelve (12) months of appointment. American Red Cross Water Safety Instructor certification preferred.
American Red Cross Lifeguard Training is required within six (6) months of appointment. American Red Cross Lifeguard Instructor certification preferred.
Athletics:
National Alliance for Youth Sports certification as a Certified Youth Sports Administrator (CYSA) is required within twelve (12) months of appointment.
